Acceptance criteria:

1. ROSA in AWS GovCloud(US) with FedRAMP info alert.
2. Complete AWS prerequisites card update.
3. Complete ROSA prerequisites card update (step 3)
4. Deploy with Terraform card

Note for the QE: 

There is a difference in Step 3 specifically there is a badge reinforcing that step 3 is mandatory for ROSA HCP clusters.
