[OSD wizard][Private Service Connect] "Private connect subnet name" field wrongly displayed in VPC settings page when public privacy selected.

      Description of the Problem

      User tried to create a public cluster with custom VPC (BYO-VPC) and in VPC settings definition step shown "Private connect subnet name" field and it is mandatory field too. This is wrong and blocking the public cluster with BYO-VPC flow.
      "Private connect subnet name" field should be available when the user select the option "use See the recordings Screencast from 2024-11-05 10-46-54.mp4

      Steps to Reproduce:

      1. Open OCM UI staging.
      2. launch OSD CCS wizard flow with GCP provider".
      3. Reach to cluster privacy step.
      4. Select privacy as public and  check the "install into existing VPC" option .
      5. Click "Next" and see the definitions from "VPC settings" page.{}

      Actual results:

      At step 5, there is a mandatory field "Private connect subnet name" shown wrongly in the "VPC settings" page although cluster privacy is public. This blocks cluster installation with public with BYO-VPC flow blocks in UI.

      Expected results:

      At step 5, Do not show the field "Private connect subnet name" in the "VPC settings" page when cluster privacy is public.
