When PSC is not selected, but install into VPC is, once the user gets to the review page, the columns are now misaligned.  It works fine if you select PSC enabled as it adds a 4th column.

Additionally, the VPC subnet screen can show the PSC subnet when not expected.

Acceptance criteria:

• Columns show up properly on review page
• On the vpc subnet settings, the PSC subnet dropdown does not show when public is cluster type
