      When OCMUI-2496 was completed, the code to make the new hibernation modal available was lost in a code rebase.  The purpose of this task is to put in the logic to show the new hibernation modal if the multiregion feature gate is enabled.  The code for the new modal was added as part of OCMUI-2496

       

      For testing, we will need to ensure that the hibernation modal works as expected with the multiregion feature gate and URL flag enabled.  (aka: https://console.dev.redhat.com/openshift/cluster-list?multiRegion=true)
