The subscription API is changing - xcm_id is changing to rh_region_id

The purpose of this task is to replace all the areas in the code looking or an xcm_id value to change it to rh_region_id.

Note that this is dependent on the API changing values.  The API story is OCM-11875, but this story should not be migrated to production until the code from https://gitlab.cee.redhat.com/service/uhc-account-manager/-/merge_requests/4730 has moved to production.
