Steps to Reproduce

1) Login to the staging environment.

2) Create any ROSA/ OSD cluster and wait for it to be Ready.

3) Navigate to the Identity Providers tab.

4) Click on the Add identity provider dropdown.

5) Select one of the providers with certificate file options such as GitLab and LDAP.

6) Upload the CA file which contains some text and is not a valid PEM file.

Expected Result

There should be an error such as "Please upload a PEM file".

Actual result
There is no error shown to the user and the identity provider is added successfully.
