[OCMUI QE] Fix GCP wif changes from existing suite

      Couple of fixes needs to be updated with existing GCP (WIF)cluster wizard test case.

      • Change the cluster version from candidate to stable (as 4.17 is available in staging) 
      • Update the GCP WIF creation command based on the latest change in OCMUI-2459
