Steps to Reproduce

1) Launch the staging environment.
2) Create any of the clusters such as OSD, ROSA, or OCP.
3) The recommended operator alert should be shown on the Overview page.
4) The IDP warning on success should be displayed on the Overview page.

Expected Result
Per the design screenshots, the alert should be shown in yellow on day 1 when the IDP is not created.

Actual Result

Create an identity provider to cluster banner is still shown in blue.
