Add the Upgrade cluster from Trial option for the cluster actions on the multiRegion versions of the cluster list and cluster detail pages.

In addition, the upgrade modal is available on the expirationAlert (at the top fo the cluster details)

Note: This will only impact the cluster actions when using the multiRegion gate and URL flag.

• Copy files into the commonMultiRegion directory
• Change all API calls from Redux to React Query
• Change from jsx to tsx
• Convert from Redux form to Formik
• Verify option is available and works on the cluster list
• Veriy option is available and works on the cluster details page
