Description of the Problem
In ROSA wizard (classic or hosted) flow, the user has selected an account role, ex: installer ARN that compatible with 4.16 version and < 4.17 or latest OCP released version. The inline information note has been shown in OCM UI.
In "step 1" text i.e. "Download latest (4.17) ocm and rosa CLIs" seems creating confusion or misleading as there is no such OCM or ROSA CLI for 4.17 or any OCP version specifically.
It would be better to replace "Download latest ocm and rosa CLIs" and avoid any version definitions there. I hope it is worth for UX discussions.

Steps to Reproduce:
- Open OCM UI staging
- Launch ROSA wizard(either classic or hosted flow).
- Reach "Account and roles" step.
- Select an installer ARN compatible with 4.16 or earlier.
- See the information text shown about the version compatibility.
Actual results:
The text "Download latest (4.17) ocm and rosa CLIs" seems misleading as it indicate the latest OCP version but ocm and rosa cli doesn't have any specific version aligned with OCP version or release.
Expected results:
Replace the step-1 text to "Download latest ocm and rosa CLIs" to avoid any confusions.
