Steps to Reproduce
1) Launch the staging env in Safari browser and navigate to the Clusters list page

2)Append the URL query ?newclusterlist=true&?multiregion=false

3) Verify that yellow banner for newclusterlist is shown to the user

4)Modify the URL query and append the URL query ?newclusterlist=true&?multiregion=true

5) Verify that multiregion banner is not shown to the user and only yellow banner for newclusterlist is shown to the user

6) Remove the param flag ?multiregion=true from the query and also turn off the banner manually by clicking on newclusterlist banner

7) The page refreshes and the user is directed to the Overview page

8) Now click on the cluster list page from the left-side navigation pane

9)Append the URL query ?multiregion=true

Expected Result
Only the multiregion banner should be shown to the user

Actual Result

Both the banners are shown eventhough only the query ?multiregion=true
