Description of problem:

In the multi region cluster logs page, the beginning date filter allows users to select dates prior to the cluster creation date

Steps to Reproduce:

1. Open OCM UI staging using https://console.dev.redhat.com/openshift/?multiregion=true 
2. Click on an already created cluster and navigate to the cluster history tab
3. Click on the beginning date filter and see the behavior 

Actual results:

Cluster logs allow filtering prior to cluster creation date

Expected results:

Cluster logs filter should begin at the cluster's creation date
