Description of problem:
During the installation of GCP CCS cluster in shared VPC definition, it was found that service account details mentioned in "permission needed" banner indicated "unknown" service account definition. This is wrong and confusing.
Note: This definition changed to right service account after a minute also.

Steps to Reproduce:
- Launch OCM UI staging.
- Open OSD wizard.
- In billing mode step, Select "Subscription type" as "Annual: Fixed capacity subscription from Red Hat".
- In billing mode step, Select "infrastructure type" as "Customer cloud subscription".
- Click next and select cloud provider as google.
- Proceed to next steps.
- In networking configuration, enable "Install into an existing VPC" checkbox.
- Click "Next"
- Enable checkbox "Install into GCP Shared VPC".
- Fill all required shared VPC definitions.
- Proceed to next steps and initiate cluster installation.
- See the "permission needed" banner definition.
Actual results:
"Permission needed" banner indicate wrongly "unknown" service account definition that is missing permissions in initial few minutes. This need to be changed.
Expected results:
"Permission needed" banner should indicate the correct service account definition that is missing permissions right after the installations.
