When a url flag is turned on and the user changes the value of that flag in the URL path it does not turn off the flag.  This can be confusing because the value of the flag in the URL is different from the application value.

How to reproduce:

• Go to the cluster list with the multiregion flag set to true: https://console.dev.redhat.com/openshift/cluster-list?multiregion=true
• Verify that the yellow "Multiregion preview active" banner is showing
• Set this in the browsers URL bar and hit enter/return: https://console.dev.redhat.com/openshift/cluster-list?multiregion=false
• The yellow "Multiregion preview active" banner is still showing.  Expected the flag to be off and the yellow banner not be displayed.

NOTE: the example is from using the multiregion flag, but the code for the multiregion flag was the same code used for other flags so it is reasonable to assume that this bug is evident regardless of the URL flag used.
