Description of problem:

In case there is no archive clusters for a user when user reached to cluster archive list, the UI seems like keep flashing until it report the result. This was seen when there is no cluster list part of archive list.

Steps to Reproduce:

1. Open OCM UI staging 
2. Login with a user that doesn't have any cluster in archive list. (probably a new user would do the trick)
3. Reach to "cluster archives" list and see the behavior.
4. Apply the filter "View only my cluster" and see the behavior

Actual results:

Cluster archive list page keep flashing in UI while results are loading. This is happening only when cluster archive list doesn't have any clusters or list is empty.

Expected results:

Avoid the flashing UX behavior from UI when there is no clusters in cluster archives list.
