[OCM UI] Migration of Cypress image used in QE CI to Konflux

      Currently cypress image used in QE CI needs to be migrated to the Konflux. To fulfill this requirement , following action items needs to be covered.

      1. Understand the konflux and any dependencies moving to konflux.
      2. Move the image builds to Konflux.
      3. Influence of CI jobs (smoke tests) hosted in APP-SRE https://ci.int.devshift.net/job
