Remove "old-docker" tag from cypress job configuration when new gitlab-runner is fixed

      As a temporary workaround, we only assigned gitlab runners using 16.9 to the cypress job on gitlab using the "old-docker" tag. See MR: https://gitlab.cee.redhat.com/service/uhc-portal/-/merge_requests/5916

      Investigate why the new gitlab runner is not working and eventually find a solution.
