Description of problem:
The custom VPC definitions are not loaded to wizard step "Virtual Private Cloud (VPC) subnet settings" when user has chosen the "Authentication type" as "Workload identity federation" from OSD GCP cluster creation wizard flow.

Steps to Reproduce:
- Open OCM UI staging
- Open OSD wizard.
- In billing model, Select "Subscription type" as "Annual fixed capacity subscription from Red Hat" and select "Infrastructure type" as "customer cloud subscription".
- Click "Next" button.
- Select Cloud provider as "GCP".
- Choose authentication type as "Workload identity federation".
- Provide valid WIF config and proceed to next steps.
- Reach to "Networking> configuration" step .
- Select option "Install into existing VPC" and click "next".
- Try to select "Existing VPC" from "Virtual Private Cloud (VPC) subnet settings" step.
Actual results:
At step 10, Existing VPC definitions are not loaded to the widget due to the same the cluster installation wasn't able to proceed and blocked.
Expected results:
Existing VPC definition should be loaded to the fields so that user could choose the custom VPC and associated subnets and proceed their installations.
