[Overview Page] - Move 'View all in Ecosystem Catalog' & 'View all OpenShift cluster types' Links below the cards instead of next to the title

      On the OCM Overview Page, https://console.dev.redhat.com/openshift/overview , scroll down to find the 'Recommended operators' section.

      The 'View all in Ecosystem Catalog' link that is found next to the title should be moved to the bottom of the section, below the cards

      The same thing should be done with the 'View all OpenShift cluster types' link found next to the Featured Openshift cluster types.

      See the attached screenshots for the requested location of the links
