Description of problem:

With multi-region enabled, if user goes to cluster list page and try to use the cluster name filter, then the filter won't work, ie: all the clusters will keep to be visible. Checking the back-end services requests, any track of the cluster name filter was found.

Steps to Reproduce:

1. Open OCM UI staging.
2. Enable multi-region 
3. Go to cluster list
4. try filtering by cluster name
5. observe the result

Actual results:

No cluster name filter is applied at all.
