Description of problem:
In OSD i.e. CCS with Google cloud provider wizard flow , the "cluster autoscaling" feature is not shown from the "default machine pool" step from wizard. After the cluster creation, same option has been shown under machine pool tab as well as on overview page.

Steps to Reproduce:
- Open OCM UI staging.
- Launch OSD wizard.
- In Billing model step, Select subscription type as "Annual: Fixed capacity subscription from Red Hat".
- Select infrastructure type as "Customer cloud subscription".
- Click "Next" and select cloud provider as "Google cloud".
- Fill all required data and proceed to next steps.
- Reach to "Cluster settings"> "machine pool" step.
- See the options.
- Proceed to next steps and create the cluster.
- Wait for the cluster to be ready.
- Open the cluster and go to machine pools tab.
- See the "Cluster autoscaling" option.
- Go to Overview tab and see the "Cluster autoscaling" option.
Actual results:
At step 8, "Cluster autoscaling" option is not part of OSD GCP cluster wizard flow. i.e. user unable to configure the same as part of day1. At the same time, the options are available in day2 for the same cluster ex: in step 12 and step 13.
Expected results:
The "Cluster autoscaling" option seems to be available as part of day 1 for OSD CCS cluster with Google cloud provider.
