[containerized-builds] sentry releases are broken

      fix these:

      • sentry releases are published as empty, apparently as a result of an empty auth-token
      • (MR) sentry commands are being invoked during _pr_check_s (!!!!)

      * this blocks the toggle-off of the staging env' webhook (which finally seals the migration to that env' with no backsies).
