[OCMUI][Data sovereignty]Filter by name field is disabled and force user to wait while entering search text and creates bad UX experience.

      Description of problem:

      In multiregion enabled cluster list, user tried to filter the cluster list with cluster name but while input the search text character every time the filter input field disables and wait the result to load. This actually for user to pause the search action. Ideally the user should be seamlessly able to insert the text without any pause and in parallel clusterlist definition should be updated.

      Steps to Reproduce:

      1. Open OCM UI staging using https://console.dev.redhat.com/openshift/?multiregion=true 
      2. Go to cluster list and  try to filter a cluster by its name from "Filter by Name" field.
      3. See the behavior.

      Actual results:

      User is constantly paused while inputting the search text in "Filter By Name" from UI and create bad UX behavior.

      Expected results:

      User should be allowed to input the search text in "Filter By Name" seamlessly from UI and cluster list should filter based on the same.
