Description of problem:

In multiregion enabled cluster list, user tried to filter the cluster list with cluster type but unfortunately the cluster type drop-down field is in disabled state until all the clusters are load to cluster list. This is annoying as user want to filter against the set of available clusters shown in the list also forcing user to wait for whole cluster list to be loaded in cluster list.

Steps to Reproduce:

1. Open OCM UI staging using https://console.dev.redhat.com/openshift/?multiregion=true 
2. Go to cluster list and  try to click the cluster type dropdown.
3. See the behavior.

Actual results:

Cluster type field is disabled until whole list of clusters loaded in cluster list.

Expected results:

Cluster type field should be enabled and allow user to filter the cluster list with available clusters.
