Post-merge testing: Handle 4.12 EOL Properly - OCM UI

      This ticket covers the work for testing the changes from OCMUI-2029

      • Version is End of Life and customers cannot use it to create cluster
        • Create a new cluster with the EOL version(Organization should have the capability to create EOL) and see if EOL version seen with OCMUI cluster creation wizards and allowed to create cluster.
      • Customers can upgrade cluster out from EOL version
        • Prepare a EOL version cluster
        • Wait for a while and check that cluster should be limited support status and you will get an email about the limited support status due to version reached EOL
        • Upgrade the cluster to 4.13 options allowed from UI and update should be successful.
      • Version is End of Life and customers could notification  on existing clusters
        • Create a new cluster with the EOL version and see if EOL version seen with OCMUI cluster overview page with limited support banner with appropriate definitions
