Use API to get regions to help populate regions drop down

      Currently the possible regions are hard-coded in the HCP wizard.  The work in this story is to instead get the list of regions from an API call.

      See components/clusters/wizards/rosa/ClusterSettings/Details/Details.tsx

      New endpoint: /api/accounts_mgmt/v1/regions

      We will also need to update all uses of regional instances that use the static_regional_instances.json file with the data from the new endpoint, specifically uses in Details.tsx and the Cluster roles screen.
