How to reproduce:

• Go to the multi-region cluster list
• Set the "per page" to another value like "10 per page"
• Click on a cluster to go to the details
• On the breadcrumb click on "Clusters" (do not use the back button)
• Observe the "per page" value

Expected:
The "per page" value is retained going back to the cluster list. This can be observed in the non-multi-region version of the cluster list

Observed:
The "per page" value is reset to the default value

NOTE: The actual page number is not retained and this is expected. When returning to the cluster list the list is always set back to page 1. This is the current behavior and as such should be retained.
