[lockbox][fedramp] lockbox behind isRestrictedEnv

      Rosa Lockbox is NOT ready for FedRAMP so we need to put it behind some flag until it is ready.  Fortunately, we haven't promoted our monthly deployment to FedRAMP yet, so we have some time to ensure it is hidden in FedRAMP.

      Rather than creating yet another Unleashed feature flag, can we put the "Access requests" tab behind the 'isRestrictedEnv' property?  Is that the only 'Lockbox' thing we would have to hide?   FedRAMP is hardcoded to Rosa Classic clusters.
