Description of problem:

Usually external links presented in OCM UI will open as new tab or window by default. This will allow user to preserve current page context in OCM UI to avoid external page navigation.
The external links from OCP cluster evaluation tooltip from cluster list are always opened in current page and which is a bad UX behavior against the standard definition followed in OCM UI pages.

Steps to Reproduce:

1. Launch OCM UI staging.
2. Go to cluster list.
3. Filter some OCP clusters having expiry evaluation.
4. Click on link under created and open the tool tip text.
5. Click the external link "supported" and "OCP subscription"
6. See the behavior.

Actual results:

At step 5, The external pages or documentation were loaded in the same page and user lost the current OCM page context.

Expected results:

At step 5, The external page or documentation should be loaded in different tab.
