Description of problem:
A cluster has an approved AR by the cluster owner and the AR has been expired after the duration. If the cluster owner visit the expired approved AR there is no indication that the AR has been approved and expired after the duration. It would be good to have an indication in AR details from OCM UI about the user's decision on expired AR that was approved by the user to track something for future needs.

Steps to Reproduce:
- Launch OCM UI staging.
- Create Access request for a ROSA cluster.
- Go to Cluster details > Access requests tab.
- Select and open the pending access request and approve it.
- Wait the AR to expire after duration.
- Reopen expired approved request and see the decision definition
Actual results:
Decision section was not shown from an expired approved AR hence user couldn't see if the expired AR was been approved previously for future reference or tracking.
Expected results:
It would be good to show Decision definition that indicate if the expired AR was approved by the user previously. This helps cluster owner to track limited history on ARs.
