Description of problem:

Opening the access request dialog from access requests tab of cluster details page, the user can see 2 dates: "Created Time", "Respond By". Both dates report current time, but they should report the createtion time of the request and the response time, if any.

Steps to Reproduce:

1. Open OCM UI staging.
2. Go to cluster list.
3. Click on one of the pending access requests shown on top of the page.
4. In access request tab of the opened cluster details page click on "Open" button.
5. Observe the access requests details dialog

Actual results:

 "Created Time" and "Respond By" fields report the current time

Expected results:

 "Created Time" and "Respond By" fields should report the right value related to the information they represent.
