Description of problem:

Randomically if a user go to cluster details of an active archived cluster, it could happen that access requests tab is not shown.

Steps to Reproduce:

1. Open OCM UI staging.
2. Go to cluster details of an active archived cluster
3. Observe tha page tabs

Actual results:

At step 3 sometimes the access requests tab is shown, other times not

Expected results:

The access request tab should be always shown for cluster details page of active archived clusters.
