Description of problem:
Currently as soon as cluster installation started and if cluster version definition satisfy the upgrade via acknowledgement (ex: Y stream upgrades i.e. 4.14.latest to 4.15.z), the "approval required" link is shown in overview page. Once the user click on the "approval link", the user is taken to the Settings tab and he won't see any option to provide acknowledgement for the version upgrade until the cluster is ready. Hence avoid showing the misleading link on the cluster details when cluster is in installing state.

Steps to Reproduce:
1. Initiated a ROSA cluster installation with the properties: recurring update with a dedicated timestamp and cluster version chosen as 4.14.latest or any version allowing Y stream upgrade.
2. Go cluster details page and see the Openshift version.
3. See the link associated to the same.
Actual results:
Cluster overview page indicated wrongly an "Approval required" link although cluster is not ready and still in installing state. Click action on "Approval required" simply leads to cluster settings tab where no option to give acknowledgement.
Expected results:
Show only "Approval required" link when the cluster is ready.
