On the page https://console.redhat.com/openshift/install/metal/installer-provisioned we do not provide a way to download the installer directly (unlike for the other installation methods like https://console.redhat.com/openshift/install/metal/user-provisioned), but instead provide instructions to extract the installer from the release payload.
Historically this was because the metal IPI installer required a different binary (dynamically linked to libvirt) that was not available for download from the mirror prior to ART-7207.
Starting with OCP 4.16, metal IPI installations can be performed with the same installer binary as other types of installations. This means we can provide the same download options.
Note that to install a fips: true cluster, the other binary is still required, so the metal IPI page should also have the same RHEL9 platform addition requested for the other pages in HAC-5753.
Acceptance Criteria
Work with UX on new wording on Instructions page.Remove intermediate 'card view' with multiple options, and go directly to new Instructions page.
