Description of problem:

This issue hits users  with a clusters huge number (~ 10k) visibility and with multiregion feature enabled. If user after the first visit of the cluster list page, goes to another page and then goes back to the cluster list page, pagination controls issues happen. In particular the navigation controls hit by the but are the page size selectors, which became completely unresponsive until the clusters list is fully loaded in the app.

Steps to Reproduce:

1. Open OCM UI staging.
2. Append in the url "?multiregion=true" (related feature flag has to be enabled too)
3. Go to the cluster list page
4. Go to another page
5. Go back to cluster list
6. During the initial clusters loading try to change the page size

Actual results:

The page size controls at step 6 are completely unresponsive.

Expected results:

At step 6 the page size controls should work smoothly.
