Steps to Reproduce:

1) Open OCM UI staging.
2) Launch Hypershift ROSA staging environment.
3) Go to the settings tab > machine pools section.
4) Select a valid VPC from the dropdown.
5) Expand the dropdown under the Private subnet name.
6) Notice the behavior.

Actual results:

Private and public subnets are shown under this dropdown and on the next page under Cluster privacy, an "No public subnets found" error is displayed to the user. 

Expected results:
Only private subnets should be shown under the Private Subnet dropdown.
