Description of problem:
A Cluster is in progress with uninstallation. User could still go with enable/disable the "Delete protection" feature from overview tab of the same cluster. It doesn't make any sense or difference. To avoid this confusion, it would be better to disable "Delete protection" configuration once uninstallation of cluster initiated.

Steps to Reproduce:
- Open OCM UI staging.
- Uninstall a ready cluster.
- While cluster uninstallation is ongoing, Go to overview tab.
- Click "Enable" option under "Delete protection" section.
- Once cluster "Delete protection" enabled and try to "Disable" it.
- See the behavior.
Actual results:
At step 4,5 seems irrelevant as the user already performing the same in a cluster where uninstallation in progress.
Expected results:
Restrict user from performing actions like enable/disable on delete protection feature for a cluster ongoing with uninstallation.
