[OCM-UI] [Hypershift-ROSA] CA file contents are not uploaded clears the existing contents and uploads again

      Steps to Reproduce

      1) Create a default hypershift cluster in the staging environment.
      2) Once the cluster is Ready, navigate to the Access control tab.
      3) Go to the Identity providers tab and click on Add identity provider dropdown.
      4) Choose any of the options from the dropdown such as Github, LDAP, Gitlab etc
      5) Once the user is on the Add identity provider screen, upload the CA file by clicking on the Browse button
      6) Clear the contents of the CA file once the upload is successful.
      7) Upload the file again.

      Expected Result

      The CA file should be uploaded successfully

      Actual Result

      The CA file is not uploaded.
