Currently when users enable the URL flag for multiRegion clusters "?multiregion=true" the yellow "You're now using the Multiregion Preview active environment API" alert is always shown.

This may be confusing for users who do not have the feature gate enabled leading them to mistakingly think they are viewing multiregion features.

The goal of this story is that if a user uses the URL flag but does not have the feature gate enabled there should be a different message making it clear that they are not viewing multiregion features.
