[OCMUI QE ] Create service accounts for OCM UI CI and automation

      Currently OCM UI CI runs uses user's offline token to login as well as to execute  ROSA, OCM commands as part of cypress test case flow. The offline tokens are deprecated and we need to use dynamic service accounts for the automation requirements.
