OCM API has made some improvements that will help us align restricting offline tokens for organizations and displaying the new messaging.

This ticket is to change what capability is referenced in OCM UI to 
capability.organization.restrict_offline_tokens.

No visual change or change in behavior. Feature should work as expected with the updated capability.
