Description of problem:

In ROSA Hypershift wizard flow, Under "Networking> Configuration" step, the help link referred wrongly to OSD documentation. See the snapshot below

Steps to Reproduce:

1. Open OCM UI staging 
2. Launch ROSA wizard.
3. Select the control plane as "Hosted" and reach to "Networking > configuration" step.
4. Check  "Private" radio.
5. Click the help link "Learn more about networking configuration"
6. See the behavior definition.

Actual results:

At Step 5, The help link tagged to OSD documentation https://docs.openshift.com/dedicated/osd_cluster_admin/osd_private_connections/aws-private-connections.html and  it is wrong. 

Expected results:

At Step 5, The help link should tag to ROSA documentation ex: https://docs.openshift.com/rosa/rosa_cluster_admin/cloud_infrastructure_access/rosa-configuring-private-connections.html
