We have different tiles inside cluster wizards, like the one to select hosted or classic control plane inside the ROSA one.

It looks that when a tile is disabled, it's still possible to click on it. Doing so the hover and active styles of the tile are visible (the blue border), causing some confusion as they could look like they're selected.

This is caused by an override to the PF tile style added during HAC-4603 , inside app.scss specifically.

As code comments say, it was done to allow tooltips inside disabled tiles.

This is causing major issues with tiles though, not to mention the accessibility aspect of this as disabled elements will be completely ignored by screen readers.

We need to remove the PF style override and find alternatives to those tooltips.
