When no quota is available for HCP clusters, the "Hosted" control plane tile inside the ROSA wizard is disabled.

We also add a PF alert inside the tile saying: 

To create hosted control plane clusters, you'll need to enable ROSA hosted control plane

There are no explicit messages about the quota though. 

Should we add this information to the alert?

Also the spacing and the style of the alert could be improved, given that the rest of the tile has a disabled/grayish style while the alert is pretty prominent. See screenshot below:
