Description of problem:
In ROSA Hypershift wizard flow, enabled the checkbox "Enable external Authentication" from cluster settings and reached to "Review and create" step. But the property "External Authentication" shown as disabled in wizard "Review and create" > Cluster settings page. This seems wrong.

Steps to Reproduce:
- Open OCM UI staging and login with user from an org that has external authentication capability enabled. (capability.organization.hcp_allow_external_authentication)
- Launch ROSA Wizard and select control plane as "Hosted".
- Fill all required fields on each step and reach "Cluster settings> Details" step.
- Expand the "External authentication" section and enable/check the "Enable external authentication" checkbox.
- Fill all required fields on each step and reach "Review and create" step.
- Verify the properties under "Cluster settings".
Actual results:
At Step 6, "External Authentication" indicated as Disabled from the "Review and create" page although user has enabled the option in Step 4.
Expected results:
At Step 6, "External Authentication" property should be shown as "Enabled" from "Review and create" step.
