[ROSA V2 wizard]"Back to networking configuration" link from cluster-wide proxy step didn't work.

      Description of problem:

      The "Back to networking configuration" link shown in cluster-wide proxy step didn't work as expected. Click action on the same link didn't take user back to networking configuration step. This is seen for both hosted and classic flow in ROSA V2 wizard.

      Steps to Reproduce:

      1. Open OCM UI staging.
      2. Launch https://console.dev.redhat.com/openshift/create/rosa/wizard?rosaV2=true 
      3. Fill all required fields from each step and reach to "Networking> Configuration" step.
      4. Fill all required definitions and Check the "configure the cluster-widew proxy" checkbox. 
      5. Reach to "Cluster-wide proxy" step and update some wrong value to throw field error.
      6. Click "Back to networking configuration" link shown at the bottom
      7. See the behavior.

      Actual results:

      At Step 6, Click action on "Back to networking configuration" didn't do anything in ROSA v2 wizard flow.

      Expected results:

      Click action on "Back to networking configuration"  should take the user to "Networking" >Configuration" step in wizard.
