Users will need to be able to enable a new cluster to use external authentication.  A simple checkbox on the wizard will enable external authentication when it is being created (Day 1).  This ticket is for ROSA V2 wizard.

Note: Issue OCMUI-1617 handles ROSA V1.

Once the user enables the use of external authentication, the user will need to configure the external auth provider and then setup admin accounts, which will both be handled in other stories.

Acceptance Crtiteria:

• HCP clusters for orgs that allow BYO external authentication will have an advanced option on the cluster roles wizard screen that allows them to enable external authentication
• This will work on the ROSA V2 wizard
• On selection of the checkbox for external authentication, the external auth config enabled flag will be set to true and that value will be set for cluster creation
