Add react query to the OCM code base

      This includes adding:

      • to package.json
      • context to main application
      • addition of react query dev tools

       

      Since this is just the addition of the React Query packages there isn't any new/changed behavior in the application.  For QE testing all that is needed is the automated tests pass.  Also,  the dev tools should not be available in production.
