[ROSA Wizard] new domain prefix and longer cluster name features not disabled by their flag

      Description of problem:

      The "domain prefix" and "longer cluster name" features are available for OSD and ROSA. The feature flag "longer-cluster-name-ui" can enable or disable them. Although the flag correctly handles the case of OSD cluster, for ROSA clusters disabling the flag still makes the user see the new features in the cluster wizard.

      Steps to Reproduce:

      1. Open OCM UI staging.
      2. Launch a  ROSA wizard
      3. Reach "Cluster settings > Details" step
      4. Observe "Domain prefix" field and "Cluster name" field.

      Actual results:

      At step 4 the "Create custom domain prefix"  is visible and actionable, then it's possible to see "Domain prefix" field and the "cluster name" helper text reports 54 as max length for cluster names.

      Expected results:

      At step 4 the fields layout, working and helper texts should be like they were before introducing these new features. So no "Domain prefix" fields should be visible and for cluster name, helper text should report maximum length of 15 and allowed cluster name length should be 15.
