[ROSA Hypershift/ROSA]No "Action required" popups shown when OIDC operator roles are not created in advance from "Cluster roles and operators" step in cluster wizard flow.

      Description of problem:

      In ROSA Wizard > Cluster roles and operator step usually suggest to run the operator role command in advance. In case those roles are not created , the cluster installation progress will be paused with "Action required" popup. The popup will also show the respective role commands so that user could run them and make progress on the cluster installation in UI. 
      Currently if user not run the respective command in advance , it popup the "Action required" dialog for few seconds and will be vanished and proceed with cluster installation including creation of OIDC roles. Hence it looks like those roles are now created automatically? if so we need to refactor the way we show the definition from "Cluster roles and operator" step in wizard as well as "Action required" popup behavior from cluster installation progress.

      Steps to Reproduce:

      1. Open OCM UI staging.
      2. Open ROSA wizard  with control plane type selection as "Hosted".
      3. Fill all required fields from each step and reach to "Cluster roles and operator" page.
      4. Select OIDC config.
      5. Make a note on operator commands and do not run any commands.
      6. Go to "Review and create" step. Initiate cluster installation.
      7. See the cluster installation progress step especially OIDC and operator roles step.

      Actual results:

      At step 6, There was no "Action required" popup shown although user wasn't run any operator role command suggested in "Cluster roles and operators". It looks like the roles were automatically created from backend.

      Expected results:

      Refactor the operator roles related to definition from "Cluster roles and operator" step for ROSA wizard.

      Refactor the "Action required" popup definitions /functionality during cluster installation.
